Kidal is located in northeastern Mali, at the edge of the Adrar Ifoghas mountain range, and is the administrative center of the region and circle of the same name. The town, with a population of around 25,000, is predominantly inhabited by Tuareg people and is an important, though contested, trading post – historically for goods, but unfortunately today also for smuggling. Kidal served as a prison during and after the colonial period and was the starting point for several Tuareg rebellions. Kidal occupies a special place in the geography and consciousness of the Sahel region. A former French military post from the early 20th century, this right-angled mosaic of streets and flat buildings set in the dust of the desert is a crucial staging post between Mali and Algeria. Over 1,500 kilometres and 24 hours’ drive from the capital Bamako, and hundreds of kilometres from the other major northern towns of Gao and Timbuktu, Kidal is home to a few tens of thousands of people. The town and its surrounding region have been the hotbed of successive independence uprisings since Mali gained independence from France in 1960. The Kidal region was one of the first to fall into the hands of rebels, some pro-independence, others Salafist, when the insurrection broke out in 2012, the aftermath of which plunged Mali into the turmoil it is still experiencing today. Kidal has also been a focal point for tensions between Bamako and Paris.

La région de Kidal est située dans le nord du Mali, dans le territoire que le mouvement national pour la libération de l'Azawad a proclamé être l'État indépendant de l'Azawad le 6 avril 2012. La région couvre 151 450 kilomètres carrés, ce qui équivaut à 58 480 miles carrés. Elle est bordée à l'ouest par la région de Taoudénit, au sud par la région de Gao et la région de Ménaka, à l'est par le Niger et au nord par l'Algérie. Kidal a un climat désertique avec des températures diurnes qui atteignent jusqu'à 45 degrés Celsius. La région est extrêmement isolée, avec pas de routes goudronnées ou de rivières pour le transport. Bien que le nomadisme soit toujours le mode de vie le mieux adapté à l'environnement difficile de la région, plusieurs implantations sont apparues à Kidal : Aguel'hoc, Tessalit et Tinzawatène.

The Kidal region was one of the first to fall into the hands of rebels, some separatist, others Salafist, when the insurrection broke out in 2012, the aftermath of which plunged Mali into the turmoil it knows today again. It then came under the sole control of the Salafists, and was taken over by the separatists in 2013 in the wake of the French intervention. Before Tuesday, the Malian army and state had barely regained a foothold in Kidal since May 2014. A governor has since exercised a symbolic presence. In June, the rebels prevented the constitutional referendum from being held in the region. Kidal was also an abscess for fixing tensions between Bamako and Paris. For some, such as Prime Minister Choguel Kokalla Maïga, France created an enclave there from where terrorism spread to the rest of the country by allowing only the separatists to take it back in 2013 and by preventing the Malian army from entering it.
